Spectrum Consulting provides research, evaluation, and development services to clients in education, public health, non-profit service, local government, and business.
Spectrum's staff of professionals comprises evaluators and support staff. Our evaluators hold Ph.D.s in Psychology (Research and Evaluation Methodology), Curriculum and Instruction, and Educational Leadership. Support staff hold advanced degrees and/or certifications in Business Administrative Support (II), Economics (Business Administration emphasis), English (Professional & Technical Communication emphasis), Information Systems, Instructional Technology, Interpersonal Communication, and Journalism.
We work with clients across the United States and Puerto Rico: school districts, public health entities, state offices of education and health, universities, community-based organizations, tribal governments, etc. We develop long-term relationships with our clients so that we can assess their needs, help them secure needed funding and resources, and evaluate their progress toward meeting institutional objectives.
Spectrum Consulting is a woman-owned small business, serving clients since 1997. The ownership group comprises Deborah A. Hobbs, Ph.D. (Senior Evaluator / Majority Partner), Thomas A. Shuster, Ph.D. (CEO / Managing Partner), and Douglas P. Ringle (CFO / Partner). Our main office is located in North Logan, Utah on the Utah State University Innovation Campus. We also maintain a presence in Washington, D.C.; Atlanta, Georgia; San Juan, Puerto Rico; and Opelika, Alabama.
