Spectrum RED’s approach to project evaluation is based on a utilization-focused
model of evaluation. The model incorporates both quantitative and qualitative data
and emphasizes providing decision makers with accurate and timely findings to make
data-driven decisions. This model emphaizes accountability of all aspects of the
project and faciliates the Continuous Improvement Management (CIM) model advocated
by the US Department of Education.
The CIM cycle is a process of monitoring project outcomes; making data-driven, results-based
decisions to determine what strategies work and why; and adjusting activities to
more accurately reflect participant needs and more effectively achieve intended
outcomes. Because the process is cyclical, the prior results provide feedback for
developing the next action plan (refer to diagram).
If gains fall short of a project’s targets, Spectrum RED evaluators work with project
managers to identify specific areas where progress is wanting and identify how the
content and format of future activities can be adjusted accordingly.
